A stuent fails short of marks to clear cut off in International Mathematics Olympiad in the first level but he or she has scored 12/15 in the achievers section where marks are expected to be a minimum of 9 - then is he or she eligible to be qualified for the second level of IMO if only 10 student appear from his or her Class and her school ??????
