no it is no considered as matter because it doesn't have mass if it has mass and occupied space then only it is said to be matter

Nope. because according to the chemistry, the substance which have mass, volume and occupy some space only be conider as a matter. We cannot consider a massless substance as a matter. This is because the definition of matter states that a substance which has mass and can occupy some volume must be considered as matter.
