Answer: 20%

Step-by-step explanation:

Given,

Old price of sugar = 8 Rs/kg.

New price of sugar = 10 Rs/kg.

Percentage increase in price of sugar = (new price - old price )/(old price).

                                                               = (10-8)/8

                                                               = 1/4 = 25%

∵ Price × Consumption = Expenditure = constant

Given Expenditure = constant

If price will increase by 1/n% than consumption will decrease by 1/(n+1)%

∴Percentage decrease in consumption of sugar = 1/(4+1)

                                                                   = 1/5

                                                                   = 20%
