Distance covered by submarine in 1 min = 20m

So,

speed =  \frac{distance}{time}

So,

Speed of Submarine = 20meter ÷ 60sec

i.e.

 \frac{20 \: meter}{60sec}  \\  =  \frac{1}{3} m \: per \: sec \\  = 0.33...m \: per \: sec
