First of all, cement will be applied only  at the base and the four walls of the pool. So, the area we have to find is 2(lh + bh) + lb

'l' for length

'b' for breadth

'h' for height

=> 2(lh + bh) + lb

=> 2(20 x 4 + 15 x 4) + 20 x 15

=> 2 (80 + 60) + 300

=> 2(140) + 300

=> 280 + 300

=> 580 m^2

Now, cost = 12 x 580

                 =  6960 rupees
