the tank appears shallow due to the property of refraction of light because when the ray of light passes from one medium to other ...in this case from rarer to denser i.e air to water ...the ray of light bends towards the normal due to refraction i.e the difference in the velocity of light in both the mediums ...so the tank appears shallow.
