See,
If I fill 3 jugs, (500×3)=1500 mL of water will be out from the tank. So there's till (1800-1500)=300 mL of water. So if I fill that 300 mL of water into the jug it can contain it. So, another 1 jug is needed.
So maximum (3+1)=4 jugs can be filled.
