A can empty a pipe in 90 mins= 1/90

B can empty a pipe in 30 mins = 1/30

 \frac{1}{90}  +  \frac{1}{30}  =  \frac{4}{90}

Time required to empty the tank = 90/4 = 22. 5 min

= 22 min 30 sec
