Tap A can fill the tank in 8 hours

1 hour = 1/8 of the tank

.

Tap B can empty the tank in 16 hours

1 hour = 1/16 of the tank

.

If Tap A and Tap B are both opened:

⇒ 1 hour = 1/8 - 1/16

⇒1 hour = 1/16 of the tank is filled

.

Number of hours needed to completely fill the tank

1/16 = 1 hour

16/16 = 1 x 16 = 16 hours

.

Answer: It takes 16 hours to fill the tank.
