let fixed charge be X and running charge be Y .

according to question ,

X+10y=68. -------------------(1)

X+5y=98. -------------------(2)

from equation.(1)

X+10y=68

X=68-10y

putting value of X in equation (2)

X+15y=98

68-10y+15y=98

5y=98-68

5y=30

Y=6

putting value of X in equation (1)

X+10y=68

X+10(6)=68

X+60=68

X=68-60

X=8
