In situations when Parliament isn't in session, and 'quick activity' is required, the President can issue an ordinance. An ordinance is a temporary law, and could present administrative changes. This ordinance provide capacity to permit the representative general of India to declare laws in such conditions that made it important for him to make immediate move.
