The brown liquid is nothing but Bromine water.
Bromine water is used as an indicator which on passing unsaturated compounds decolourises to any other colour. It reacts or decolourises only when unsaturated compounds are added t it. It remains with same colour if saturated compounds like alkanes are added to it.
Since ethene is an Alkene, the bromine water decolourises indicating that it is an unsaturated compound.
