Answer:The short answer is NO.

The water inside the test tube will reach 100 degree Centigrade with time without any doubt.

But the further energy in the name of latent heat is required to convert a liquid to a gaseous state. And this process does not change the temperature of the liquid and it is the heat required for the phase change.

Water in the bath reaches 100 degree and then there is no conduction of heat through test tube, because the water in the bath and tube both are at same temperature, 100 degree. But the water in the bath will gain the latent heat from heating and starts boiling and steam comes from the water.

Since there is no transfer of heat after 100 degree, the water in the test tube will not boil.
