Distance travelled by thief from 03:00 am to 04:30 am (in 1.5 hours)= 1.5*60 =90 km
After 04:30 am, relative velocity between police and thief=75-60 = 15km/hr
So time taken = distance/speed = 90/15 = 6 hour
so police will catch the thief at 10.30 am (assuming everything happens alright :)
