I think the answer is 6 cm because it refers to the wire which now acts as the perimeter to the rectangle. the formula of perimeter of rectangle is 2*(l+b)
therefore 2*(4+6)=2*10)=20
therefore 2*(4+6)=2*10)=20

20 =2(x+4)
20 =2x+8
20-8 = 2x
x =12/2
=6
