Titles are usually Headings or Subheadings ,and that are considered as a phrase not a sentence.

Though, Good titles are usually noun phrases, gerund phrases, or noun clauses, although (rarely) they can be prepositional or other phrases or (even more rarely) declarative sentences, questions, or imperative commands. A subtitle is optional, but fairly common in academic writing.

When it is a scientific write up in that case the title may be composed of some phrases including keywords emphasizing in the whole article with putting appropriate verbs or prepositions in the right places. On the other hand, it may be of a complete sentence also.
