= πrl + 2πr^2
r = 7 m, height of cone = 31-7 = 24 m
l = √h^2+r^2
=√24^2+7^2
=√576+49
=√625
= 25
total surface area = 22/7*7*25 + 2*22/7*7*7
= 22*25 + 2*22*7
= 550 + 308
= 858 sqm
