The toy is in form of a cone above a hemisphere

The surface area of the toy would be equal to

Curved surface area of cone + curved surface area of hemisphere

= πrl + 2πr²

height of cone = 4 cm

diameter of cone = 6cm

radius = 3 cm

slant height = √4² +3² =√25 =  5 cm

Total surface area of toy would be

π * 3* 5 + 2π * 3 * 3   = 33π cm² = 103.62 cm²

Volume of the toy would be equal to

volume of hemisphere + volume of cone

= 2/3 * πr³ + 1/3 * πr² h

= 2/3 * π * 3³ + 1/3 * π * 3² * 4

= 18π + 12 π

= 30 π  cm³ = 94.2 cm³
