V'(V W.R.T v) is relative velocity

since V=30km/h=8.33m/s. ( toward east)

v=10km/h=2.78m/s. ( toward south)

=-2.78m/s. (toward east)

V'=V+(-v)

V'=8.33-2.78

V'=5.56m/s or 20km/h
