If the train passes the tunnel then it will take 600m of the tunnel and 250m of its own length to pass through it. Think logically, first the engine will enter and cross it making 600m, but even after the engine is out of the tunnel, the rest of the train is still in it.
Therefore total distance = 600m +250m = 850m
Speed = distance/time = 850m/60s
Speed = 85/6 = 14.167ms^-1
