A trolley is falling freely on an inclined plane, so it has a downward angle of 30 - 45 degrees. Whereas if a pendulum is suspended from its ceiling it will hang at 90 degree to the straight level of ground. It doesn't incline itself. It has pivot point at an angle perpendicular to the ground. The ground is inclined but the moving nature of the trolley will not allow centre of the mass remains at the pivot point.

As we know that the trolley is moving on an inclined plane which is downward. And if in this situation the pendulum is interrupted it will hang on rather a straight level of the ground.
So if the ground is on the straight level the level of the trolley will remain the same and it will not allow the center of the mass to change hence it will remain same.
