First, let give the both statement or conditions as statement (i) and statement (ii).

The above condition is because when the truck is in the rest and no force is acting on it then gravity has hold the truck. There is no force applied on a truck, then there is no acceleration and there is no velocity. So, when the truck is already in motion and is pushed then it move faster with less push as compare to statement (i).

An object which is already in motion is easy to move with less push as compare to object at rest.
