A truck that is stopped on the road has to be pushed hard to get into motion.

When the truck is moving a little, it can be moved faster with a smaller /less

Because the force of pushing the truck is very less.

The energy needed to push an object which is in rest is required more as compared to moving object. This is the reason that a truck that is stopped on the road has to be pushes hard to get into motion whereas a truck already moving a little can be moved faster with a smaller/less push.
