A tumbler placed on a paper does not get disturbed when the paper is pulled because of the Newton's law of inertia.
It states that an object in rest, continues to be in rest unless an external force acts on it.
In this case, the paper exerts very minimal amount of friction force on the tumbler and that too for a very short amount of time. This Force is very small and is nullified by inertia.
