ASSUME charge is situated at the middle of rod

As a Point charge

length of rod =L

distance of point from rod =3m

distance (r) from point charge z is =3ml/2

e =  \frac{kq}{x {}^{2} }  \\ 10 {}^{9}   = \frac{9 \times 10 {}^{9} \times 2 }{x {}^{2} }

x {}^{2}  = 9 \times 2 \\ x {}^{}  =  \sqrt{18}  = 3 \sqrt{3}

but

x = 3 +  \frac{ l}{2} \\ 3 \sqrt{3} = 3 +  \frac{l}{2}   \\ 3 \sqrt{3}  - 3 =  \frac{l}{2}

3( \sqrt{3 - 1} ) =  \frac{l}{2 }  \\ l = 6( \sqrt{3 - 1} )
