Traceroute uses TTL (time to live) field of IP packet. Th value of TTL represents how many layer 3 devices a packet can enter before it drops.

When the packet will reach the router in the path as one of its 3 tasks, decrease the TTL from 1 to 0 and drops the packet further without processing.

The executing router sends ICMP time exceeded message to originator.
