9:1 is the answer
in the 1st case we have 12 lts of milk and 8lts of water
when we remove 10 lts the remaining 10lts contain 6lts of milk and 4lts of water
by adding 10lts of milk the ratio will be 16:4=4:1
now we have 16 lts of milk and 4 lts of water
if we again remove 10lts and add 10 lts of milk
then it contains 18 lts of milk and 2lts of water
so the ratio is 9:1
