This is due to refraction of light
This occurs doe to the difference of speed of light in different mediums
When rarer to denser towards the normal when denser to rarer away from the normal

when rays of lught are coming from the water tank the light rays bends away
from the normal due to refraction. as a result of the refracted rays appear to china from points above the actual points and thus the bottom id the pool appears to be raised.
hope this helps :)
