Yes, this statement is true that we can appoint an employee but not an entrepreneur.

One can employ an employee but cannot employ an entrepreneur.

An entrepreneur is the one who is innovative, capable,  skillful,  motivated, ready to take risks, and works to earn a profit. They are the ones who start a new venture and introduce some new goods or services to the society.  

On the other hand, employees are the ones who are hired by the entrepreneur to make their idea a reality. An employee works to make the idea of an entrepreneur a reality, while an entrepreneur is the one who initiates that Idea. An entrepreneur hires an employee through the process of staffing.
