Let the money paid by an individual id x, so from the Question the number of residents is also x

$\tt Total \:\:money =x\times x \\\\ \tt \Rightarrow Total \:\:money =x^2\\\\ \tt \Rightarrow 202500 =x^2 \\\\ \tt \Rightarrow \sqrt{202500} = x \\\\ \tt \Rightarrow 450 =x$

So, there are 450 residents in the welfare who paid 450 per head.
