It is given that the number of residents is equal to number of money paid by an individual.

Let the money paid by an individual id x, so from the Question the number of residents is also x

\tt Total \:\:money =x\times x \\\\ \tt \Rightarrow Total \:\:money =x^2\\\\ \tt \Rightarrow 202500 =x^2 \\\\ \tt \Rightarrow \sqrt{202500} = x \\\\ \tt \Rightarrow 450 =x

So, there are 450 residents in the welfare who paid 450 per head.
