A wet cotton handkerchief soaked in alcohol not catch fire because the heat is transferred from hot handkerchief to water. This will prevent the burning of handkerchief.

It will not set fire at first. This is because the alcohol does not burn until it is a gas, when it can then mix with the oxygen from the air. The evaporation of any liquid into the gas phase absorbs heat. So, the handkerchief remains cool as the alcohol evaporates and absorbs the heat of the flame. This effect only lasts a few seconds though and if you let it burn long enough, the alcohol would run out and the cotton would then not be cooled off and it too would possibly burn.
