That is because whenever water spills on a black road then, the wet road appears blacker to a driver than a dry road does.

The water just changes the color of the road making its appearance even more darker.

A wet road looks darker than a bright road because a layer of water(smooth surface) comes over the road(irregular surface) hence regular reflection happens but when the light changes medium from air to water, refraction happens hence some part of the light gets absorbed and the road looks darker.
