Many chemical reaction in living cells involves exchange of hydrogen ions. change in acidic level can effect both structure and function of cells. so is very important to maintain the acid - base level. 
When we drink water which doesn't contain any ions then our body won't function properly because ions are very important part of chemical reactions happening in the body.'
pH is kept at 7 as it is neutral, it balances the pH of acid and base.
If we change the value of pH then it will become acidic if pH is less than 7 and if pH is more than 7 than it will become basic in nature.
