A) First thing is that elements that form ions conduct electricity or we can say that atoms that loose electrons or gain electrons only conduct electricity. But we know carbon forms covalent bonds means no gaining or loosing but only sharing of electrons.
And other thing is that the elements which have free electrons present in them only conduct electricity but as carbon share electrons there is no free electron. Therefore carbon do not conduct electricity.
B) The saturated carbon compound in which atoms are arranged in a ring is cyclohexane. In this compound there are 6 carbon atoms and 12 hydrogen atoms.
And the total number of bonds in this compound is 18.
