a)Because iron oxidises in the atmosphere which is what rust is ( iron oxide) . This can be prevented by dipping in a molten zinc tank and is known as galvanisation . Zinc does not oxidize and prevents air getting to the bare iron . It is also used on steel which contains iron and will also oxidise unless it is stainless . Paint on iron or steel is ok as long as it is treated prior to painting until it gets chipped or weather can get to the metal then corrosion begins to set in and begins to blow the paint off so allowing the weather to get to more and the process expands .

b) Nitrogen is an inert gas, and is used during the packaging process to exclude and remove air and in particular, oxygen. Oxygen is highly-reactive, so this means it likes to combine with other molecules, which results in food spoiling or losing its' freshness.
