Luggage is tied on roof of bus because when bus suddenly stops the luggage continue to be in state of motion due to inertia of motion. So it can also harm someone so to prevent it. luggage is tied on roof of the bus

u = 72km/h = 20 m/s
v =0
s= 10m
v2 = u2 +2as
0 = 20^2 + 2× a×10
0 = 400+ 20a
-400= 20a
-400/20 = a
-20m/s^2 =a
mass= 800 kg
f=ma
800× -20
-16000N
