Explanation:

When a wire is cut into pieces the relation

(Resistance/length) =constant, is valid

so R1=(25/10) ×4=10

and R2=(25/10) ×6=15

When resistance are connected in parallel we have,

(1/Reff) =(1/R1) +(1/R2)

so after calculations

Reff=6ohm.
