Length of rectangle= 40cm
Breadth of rectangle= 22cm
Perimeter of rectangle=2(l+b)
=> 2(40+22)
=>2×62
=>124 cm
As rectangle and square are made up of same piece of wire. Therefore their perimeter will be same

Perimeter of square= 4 ×side
=>4×side= 124
=>side=124/4
=>Side=31 cm

Area of rectangle = l×b
=>40×22
=>880 square cm

Area of square= side ×side
=>31×31
=>961

Therefore square encloses more area.
