w be width of rectangle

l be length of rectangle

since the length of wire is constant perimeter of square is equal to perimeter of rectangle

4a=2(l+b)

4(31)=2(l+22)

l=40

area of square =a^2=(31)^2=961

area of rectangle=lxb=40x22=880

square shape encloses more area
