A wire is carrying current. is it charged? if yes then, why?

it is not charged at all .it is a conductor . conductor is a body which pass the current from it.insulator is a body which donor pass any current from it.the metal contained in the wire is a good conductor and the protector outside it is a good insulator .so we don't get shock when we touch or catch the outer part .so we often use only wires with current.
