The length of the wire = the perimeter of the square = 10x4 = 40 cm
The Width of the rectangle = {40 - 12x2} ÷ 2 = 8 cm

Area of square = 10x10 = 100 cm²
Area of rectangle = 12x8 = 96 cm²

∴ The square covers a larger area.

The perimeter of Square = perimeter of rectangle
4×side = 2l+2b
4×10 = 2×12 + 2b
2b = 16
b = 8cm

area of square
= 10×10
= 100 cm^2

area of rectangle
= 8×12
= 96 cm^2

hence the required breadth of rectangle is 8 cm and the area of square is more than that is rectangle by 4cm^2

hope this helped you .....
