Initial resistance of wire is 'r'
After the wire is cut into two equal parts , resistance of each part becomes r/2

Now they are connected in parallel .
Let new resistance be r*

So , 1/r*=2/r+2/r
             =4/r
r*=r/4

therefore the equivalent resistance in one fourth of the intial one
