you can't contact directly to the Prime Minister of India as it is a highly authorised personality .
.so you can just post a letter to his sub coordinators ......

First, you have to register yourself on the page and then you can elaborate upon your grievance or contact PMO. The webpage you have to visit is:-

U should send letters or if you want to give your views about any topic then u should contact to his assistant n send them ur letter as contact to PM is not possible as he is a busy personality.
The assistant will also help u out as they also have power
