Here the Basic Royalty does not change with increase in number of books sold.. it's independent and constant K.

so the equation will turn as ,

K + 2000(X) = 46000 --- 1

K + 3000(X) = 66000 --- 2

66000-46000 = The cost of 1000 Books

the Cost of 1 Book = Rs. 20 from this Eqn 1, we get K = 6000

hence for 6000 Books, 6000x200 = 12000 + K ( 6000)

126000 % 6000 = Rs. 21 / Book
