you can solve it by using distance formula.

 \sqrt{ {(x - 9)}^{2} + ( {4 - 4)}^{2}  }  = 10

 \sqrt{ {(x - 9)}^{2} }  = 10

On squaring on both sides we get

 {(x - 9)}^{2}  = 100

x - 9 = 10

x = 19

is ur answer
