This rule of transcription is wrong because we need to transcript the data from the verbal communication don in any format and here we cannot able to mute the conversation between waiter and speakers. But on the other part, option B and C is a good format of the transcription because here the background noises are come in a silent mode and we do not need to transcript them in our script.
