The impression of an image does not vanish immediately from our retina but persists there for 1/16 th of a second. So, if we move or hands at a rate faster than this then it will appear as moving in a blurred manner. This is what happening with Aashima as his fingers are appearing blurred due to the fast movement of his hand. Or we can say that, if still images of a moving object are flashed on the eye at a rate faster than 16 per second, then the eye perceives this object as moving. So, in case by waving hand very fast in front of eyes, the rate of movement of hand becomes very large (much faster than 16 per second), therefore, the fingers appear blurred.

Answer
This phenomenon is called persistence of vision. the image captured by the eye is lower than the hand moving in real-time and hence due to the variation in position of hand and the image we see a blurred image .By presenting a sequence of still images in quick enough succession, the aashima interprets them as a continuous moving image.
