According to the atomic number chart, Potassium (K) is the element that have atomic number 19.

It can combine instantly with Chlorine (Cl) that has atomic number 17, to form the salt of Potassium Chloride (KCl).

But it cannot combine chemically with Sodium (Na) with atomic number 11, Argon (Ar) with atomic number 18 and Calcium (Ca) with atomic number 20.
