If Abe decides not to show up for Jury duty, then he is neglecting one of his basic National obligations. It can be considered neglecting administration of justice.
All legal citizens of the United States, can be called for Jury duty. Those who are 18 years of age or above, a citizen and valid resident of the county (where they have been called to serve as juror) and not convicted of felony or crime are eligible for Jury service.
