This indicates that the layer is locked so any changes whatesover cannot be made to the locked layer unsless it is manually unlovked by clicking the lock icon.

A locked layer cannot be modified, selected or edited. It is used in software to work on other layers and make sure that the locked layer does not move.

One can also lock layer to protect it from being modified or edited by others. This is really helpful when working with more than one person in one file.
